Andean Free Trade Agreement

Effective on 12/4/01 the Andean Free Trade Agreement expired. At this time goods that would have been entered duty free under the provisions of this program must now have all duties deposited.

The future of the agreement is unclear. Congress has three likely choices:
* re-institute the program

* re-institute the program and make it retroactive to 12/4/01

* do nothing and leave the program in its expired state

If the program is re-instituted and made retroactive it will be necessary to petition Customs for refunds, they will not be automatic.
