John S. Connor handles shipment of fragile fiberglass crab art sculpture to China

As part of the 2007 review of the Generalized System of Preferences, the International Trade Commission is seeking input on a newly initiated investigation concerning proposed modifications to the list of articles eligible for duty-free treatment under GSP. As requested by the U.S. Trade Representative, the ITC will provide advice on the likely impact on competing U.S. industries and the effects on consumers of: 

  • Adding roasted molybdenum ores and concentrates (HTSUS 2613.10.00), other molybdenum ores and concentrates (HTSUS 2613.90.00), adipic acid (HTSUS 2917.12.10), certain pigment slurries for paints (HTSUS 3204.17.90), certain plywood sheets (HTSUS 4412.39.5030), certain unwrought aluminum, not alloyed (HTSUS 7601.10.30), certain unwrought aluminum, alloys (HTSUS 7601.20.30), certain aluminum bars, rods and profiles (HTSUS 7604.21.00) and manganese metal powder (HTSUS 8111.00.4910) as GSP-eligible products; and
  • Removing certain other organo-inorganic compounds from India (HTSUS 2931.00.90) and polyethylene terephthalate film from Brazil (HTSUS 3920.62.00) from GSP eligibility.

The ITC will hold a public hearing in connection with this investigation Oct. 16. Requests to appear at this hearing should be filed no later than Sept. 25. Written submissions for the record are due by Oct. 24. The ITC will submit its confidential report to the USTR by Dec. 19 and issue a public version as soon as possible thereafter.
